Ok, so my idea is a new province design. It would require a complete map overhaul, but I think it would be worth it. The features I'd like to see are:
-About five towns in every province. They would be in addition to the city that exists already, which would serve as the province capital.
-New routes connecting the towns, including across province borders. The "back roads" of the map, they would not be upgraded by the Railroad improvement or have harbours buildable at the beaches - but they would give options for flanking a province and sneaking troops through.
-Militia recruited at the towns. Every town starts with 1 militia, and every city with 2. They can't leave the province and are named as, for example, 1st Vienna Militia. Strength 0.8. No new militia are recruited until they die - when Militia 1 from Town 1 dies, if no enemy units are in the town, Militia 1 respawns there after 6 hours (or similar suitable time).
-Being able to leave towns and cities void of troops, allowing you to mass more troops elsewhere. Vital with the existence of back roads.
-The towns could be fortified with "Fieldworks", a two level fort whose level 2 is equivalent to a Level 1 for. Uses lumber instead of iron.
Towns would start the game unnamed. You could name them or leave them blank - blank towns will have build and battle reports in the DE reported under province name. This opens up roleplay options. You would also be able to rename regular army units (but not militia) so you could have things like Coldstream Guards Regiment or 1st Cavalry Division. Again, opens roleplay options.
Provinces would only change hands when the city falls - if you don't capture the city, militia will continue to spawn upon their deaths in the surrounding towns and harass you.
