Hit and Run Tactics

Hey, I've been fighting Morocco as Germany and his navy is VERY strong and most of his factories and harbors are on the west coast and so I was wondering whether I should use hit and run tactics with the battleship that I do have and so keep his navy's attention and then I can get an army or two across the sea and land on his land.

So what do you guys think?
