i have built a level 3 factory in Al Ula twice now but everytime it finishs the construction que stops and the province stays a level 2 (unable to build battleships so its not just the picture)
i have no spy reports of it being sabotaged (on DE or in my own Counter Intelligence) and it was not under attack when this happened both times. Its a glitch for sure because there is no Limit on Factory's, my neighbour East Libya has been forced to make all my major Weapons
its not a huge deal but could be happening to any one of us.
