Not sure if this has been suggested, but it's not on the big list
Core Provinces (Borrows from EU3)
Main Idea: Individual Provinces have a home country established at the start of the game (or possibly acquired after a period of time) if the nation to whom they are a core takes them in battle or acquires them through a trade ((some new dialogue opportunity's there (think liberation e.t.c.)) they are at a much reduced chance of rebellion and defection of troops with the morale still staying at its current levels.
Basis: This makes real life sense as you can hardly see the people of Barcelona protesting and rebelling to become Moroccans or French as they are Spanish People in essence.and its a pain in the ass the get back-stabbed which this would partially mitigate allowing you to move armys through without the need to deposit garrisons
Variables:
>Whether or not the Core province benefit is acquired at the beginning of a game or throughout control of it for a set period of time(or possibly both with original provinces being permanent cores).
>Should the core province be spread to neighbor provinces to aid in a slow expansion and to incorporate cultural similarities ala Dutch-Belgian-France
sub variable- should there be a lower chance of rebellion based on wider regional areas such as Scandinavia or East/West/Central Europe to account for cultural similarities/differences
tldr version:
home is good people like being what they were before
